1.What is METI filing?
The Ministry of Economy, Trade and Industry (METI), officially known as the Ministry of Economy, Trade and Industry (METI), is a central government agency under Japan's central government. Its primary responsibilities include: stimulating private sector economic vitality, facilitating international economic relations, ensuring sustainable industrial development, maintaining stable and efficient mineral resource and energy supply, and formulating and implementing Japan's Electrical Product Safety Law (PSE).
2、The relationship between METI filing and PSE certification
PSE certification is the electromagnetic compatibility certification of wired products, which is a mandatory safety certification in Japan; METI is registered in Japan, and all products that have PSE certification must be registered in METI; METI registration requires PSE certification, and PSE is a mandatory safety certification for electrical equipment in Japan.
3. Scope of PSE certified products
According to Japan's Electrical Apparatus and Materials Control Law (DENTORL law), 498 products must pass safety certification to enter the Japanese market. Among them:
Category A (Mandatory Certification): This category covers 165 specific electrical equipment and material products, including wires and cables, fuses, wiring tools (electrical accessories, lighting appliances, etc.), current-limiting devices, transformers, ballasts, electric heating appliances, electrically-powered application machinery (household appliances), electronic application machinery (high-frequency depilators), other AC electrical machinery (electric insect killers, DC power supply units), and portable engines. However, certain plugs cannot obtain PSE certification, such as adapter plugs.
Category B (mandatory certification): Other electrical equipment and material products, a total of 333 types, divided into 7 parts:
1. Simple wiring sleeves and junction boxes;
2. Simple single-phase motor between 100V and 300V;
3. Household electric heating products;
4. Household electric or video games;
5. Civil or household products using light sources;
6. Household and commercial electronics;
7. Other electrical appliances between 100V and 300V.
4. Japanese METI filing process
1. Submit the Notification of Business (Japanese importer declaration), including manufacturer information, product information and date of signature;
2. Obtain the approval certificate issued by Japan's Ministry of Economy, Trade and Industry. The importer shall bring the PSE and the copy to METI for filing before obtaining the certificate;
3. The Japanese purchaser shall complete the registration declaration with the Ministry of Economy, Trade and Industry (METI) within one month after purchasing the goods, and the registered Japanese trading company shall apply to METI for registration.
